Criteria for Hong Kong Housing Authority Secondary Market Scheme

Eligibility Criteria |

|
1. Categories of Applicants (Note 1) |
1.
Housing Authority (HA) / Housing Society (HS) estate
domestic flat tenants, authorized occupants of the HA's
interim housing, and recipients of the Rent Allowance for
Elderly Scheme.
2.
Holders of valid Green Form Certificate. They include:
a)
Waiting List applicants;
b)
Clearees and disaster victims;
c)
Junior civil servants applying for the Civil Service
Public Housing Quota;
d)
PRH residents involving divorce/splitting;
e)
Domestic tenants affected by projects of the Urban
Renewal Authority.

2.
Household Income
and Asset Limits |
No income and asset limits for category 1 applicants.
Category 2 applicants have to
fulfil
the income and asset limits as set out in the respective
Green Form Certificate. (Note 2) (Note 5)

3.
Domestic Property
Ownership |
No domestic property ownership restriction for category
1 applicants.
Category 2 applicants have to
fulfil
the domestic property ownership restriction as set out
in the respective Green Form Certificate. (Note 3) (Note

4. Length of Residence |
No length of residence restriction for category 1 applicants.
Category 2 applicants have to
fulfil
the length of residence restriction as set out in the
respective Green Form Certificate. (Note 4) (Note 5)

5. Applicant’s Age |
At least 18 years of age.

6.
Household Composition
|
Single person or at least 2 persons’ household composition.
|
Note
:
1.
Successful applicants have to surrender their existing
flats or forfeit their rent allowance/public housing eligibility.
2. The Green From Certificate
applicants with rental housing eligibility have to satisfy the
income / asset limits of the Waiting List.
3.
The
Green Form Certificate applicants and all family members with
rental housing eligibility must not own any domestic property
in Hong Kong from the date of application. For those
without rental housing eligibility, they must not own any
domestic property in Hong Kong at any time within 24 months
immediately prior to the date of application.
4. The applicant or one of the family
members must have lived in Hong Kong for not less than 7 years
on or before the date of submission of the application from,
and his/her stay in Hong Kong is not subject to any conditions
of stay (except form conditions concerning the limit of stay).
5 The restrictions on the
household income/asset/domestic property ownership/length of
residence are still applicable until the date prior to signing
the Provisional Agreement for Sale and Purchase to purchase a
Secondary Market flat.
