The Housing Authority (HA) plans to launch a pilot scheme early next year to contract out management services in three new public rental housing estates.

Aimed at higher standards of estate management, the scheme will be implemented in Ming Tak in Tseung Kwan O, Hing Tung in Shau Kei Wan and Lam Tin Estate in Kwun Tong.

Endorsed by HA's Management and Operations Committee (MOC) today (Saturday), the scheme will be submitted to HA for approval. Its implementation will be closely monitored and reviewed during the year 1996/97.

Services to be contracted out will include pre- management duties, refuse collection, cleansing, minor maintenance, security, carpark management, rent collection, and handling of enquiries and complaints.

"The scheme will allow operational work to be absorbed by private property management agencies (PMAs) so that in- house resources can focus more on enforcement actions under the Housing Ordinance and on promotion of a better relationship with tenants," the MOC Chairman, Mr Chan Kam- man, said.

Departmental staff will continue to perform their statutory duties, deal with domestic tenancy matters, administer housing policies, chair meetings of Estate Management Advisory Committees (EMACs) and foster a better relationship with tenants.

"By making use of the agents' expertise and flexibility, we hope to be able to meet tenants' rising expectations in a more efficient and cost-effective manner," Mr Chan said.

On the success of agency management in Home Ownership Scheme (HOS) courts, Mr Chan said most of the residents of agent-managed courts were satisfied with the management.

"The performance of PMAs, cost-effectiveness of their operation and feedback from both tenants and staff will be carefully monitored before we decide whether or not to extend the scheme to other new estates," Mr Chan said.
