Building contractors have demonstrated their ability to meet the rising standards of the Authority's Performance Assessment Scoring System (PASS), the Senior Assistant Director/ Maintenance and Construction Services, Mr Raymond Bates, said today (Thursday).


Speaking at the "Contractor of the Year Award 1995" presentation ceremony, Mr Bates recalled the three new initiatives introduced to PASS between January and May this year.

These included a general hardening up of standards for assessment of some critical factors such as watertightness of windows and waterproofing of "wet areas", heavier penalties for major non-compliance with safety-related items, and the re-definition of "spots" for assessment and measurement according to a standardised format.


"It is essential to revise PASS from time to time to keep pace with the Housing Department's goal for quality public housing - a moving target based on a continuous improvement model," Mr Bates said. "When these new initiatives were first introduced, we observed a lowering of the average PASS scores and this was not unexpected," he said.

"We therefore made concerted efforts with the contractors in achieving improved standards and, recently, average scores have once again begun to move upwards," he said.

Speaking also at the ceremony, the Chairman of the Authority's Building Committee, Mr Edward Ho, noted that the quality of the Authority's buildings had improved dramatically in recent years. However, he added, quality was an endless quest for perfection.

"We are continuing to achieve better quality, and we are determined to improve even more in future," Mr Ho said.

He also pointed out that the Authority would be producing one flat every eight minutes by the end of the decade, compared with one flat per 13 minutes at present.

The winner of the "Contractor of the Year Award 1995" is Shui On Building Contractors Ltd who have achieved the highest score in this year's PASS. "With its new works project at Ma On Shan Area 90 Phase 1, the company is also awarded the "Project of the Year Award. Other award winners are:
