Work Plan for Response to the Long Term Housing Strategy Review
PURPOSE
This paper informs Members of the work plan for the Housing Authority (HA) and Housing Department (HD) to come up
with a consolidated response to the Long Term Housing Strategy (LTHS) Review.
BACKGROUND
2. The Housing Branch has just completed the LTHS Review which aims to identify any changes in policies or priorities
necessary to achieve the established housing goals, having regard to the changing needs and expectations of the community
and the forecast demand for housing over the period up to March 2006. The Review
proposals are set out in a consultative document which was published on 24 January 1997 for public
consultation and issued to Members on the same date. The public
consultation exercise will run up to 31 May 1997. Thereafter, the Housing Branch will review the proposals in the
light of public views expressed.
PLAN FOR DELIBERATION
3. To start off members' deliberation of the Review proposals, a brainstorming session for HA and Committee members
was held on 1 February 1997 to obtain a general steer from members.
4. As Members have been informed vide Paper No. HA 3/97, the Review proposals will be discussed by the relevant
Committees during the consultation period. The Department is also considering a number of other initiatives in response to
the proposals. We shall submit discussion papers on various subjects to the Building,
Development, Home Ownership and Management and Operations Committees for consideration in March
and April 1997. Detailed work plans on the submissions to individual Committees are at Annex. Members, however, should
note that these plans may be subject to further changes.
5. We have arranged a special HA meeting to be held on 19 May 1997 to consider the views from different Committees
with a view to arriving at a consolidated HA/HD response to the LTHS Review. Before that, we shall submit a paper on these
views for this Committee's consideration on 8 May 1997.
