Memorandum for the Development Committee Infill Sites and Small
Urban Sites PURPOSE
To inform Members of the current development programme for Infill
Sites and Small Urban Sites.
BACKGROUND
2. Members agreed in principle at its last meeting on 3 March 1994
to the department's proposals: for further investigating the development
potentials of small urban sites as well as infill sites within or adjacent to
existing housing estates (Paper No. DC 4/94 refers). The objective was to
increase the supply of public housing to meet demands in the next few years.
This approach has also received the support in principle of Government.
CURRENT SITUATION
3. Out of the 36 sites which have been identified for the initial
study, 26 are now considered to be worth pursuing. A list of these sites is
at Appendix A. A breakdown of the location of these sites are as follows -

4. The 26 sites will in total provide an additional production of 9900flats between 1997/98 and 1998/99. 4800 of these will be HOS flats.
The remaining 5100 flats will be in specially designed blocks of which some70% will be accommodation for the elderly and 30% will be for small households.
5. When building the new housing blocks, the opportunity will be
taken to improve the amenities and environment of the existing estates at
the same time. Measures such as the provision of additional ball courts,
covered walk way, footbridges, and landscaped areas etc. will form part of the package.
6. Tenants affected by the proposed development will be fully
consulted via the local committees and the respective District Boards. The
detailed designs for the new block(s) as well as the improvement proposals for
three sites in the Wong Tai Sin district are now available (see Appendix
B). They were presented to the Wong Tai Sin District Board at its meeting on3 May 1994, and have won its support in principle. The feedback
obtained will be duly considered by the Department. The tenants and the
District Board will be kept informed of any changes made.
7. Similar detailed designs for other sites are being prepared.
The consultation process for all these will be completed within the next
two months. 8. The client briefs, control plans, and scheme designs for the
finally selected sites will be submitted for the Building Committee's
endorsement in due course. 9. Work on the first of these sites is anticipated to commence
later this year for completion in early 1997.
