Students who have an exemption are not required to take ELC courses.
Students
who apply to CityU through JUPAS or JASPIC are exempt from ELC courses
if they achieved the following grades or higher in the HKASL Use of
English exam.

C for bachelor’s degree students in the School of Law (SLW) |

D for all other bachelor’s degree students and for associate degree students in the Division of BuildingScience and Technology (BST) and the Community College |

E for associate degree students in the School of Creative Media (SCM) and SLW |
Associate degree students in SCM, SLW and the College are also exempt from ELC courses if they scored at least D in the HKCEE English Language (Syllabus B) exam or Level 3 in HKCEE English.
These
requirements apply to new students. Other students must meet the
requirements that applied when they entered their programme.
Acceptable Alternative Qualifications
JUPAS
is the Joint University Programmes Admissions System. JASPIC is the
Joint Admission Scheme for Polytechnics, Technical Institutes and
Colleges. Students who are not admitted through JUPAS or JASPIC are
invited at registration to take the English Placement Test or to provide proof that they took one of following exams in the past five years and achieved at least the score below.

Newly admitted students have until the end of Week 4 of their first semester to ask the ELC Head
to consider other qualifications, but most students with other
qualifications will have to take the English Placement Test. Requests
after Week 4 will not be considered.
To be objective and fair to everyone, these rules apply to all students,
including those who have lived in English-speaking countries, those who
speak English at home, and even those whose only language is
English.
Exception: Students who already have a degree from a university in an English-speaking country are exempt from ELC courses.
