For the department whose full-time staff contribute the highest average donation (total donations received divided by number of full-time staff in the department).

Outstanding Participation Award

- At least 80% staff participation for offices with less than 20 full-time staff
   members.
- At least 50% staff participation or 16 participating staff (whichever is higher),
   for offices with 20 to 80 full-time staff members.
- At least 40 participating staff for offices with more than 80 full-time staff
   members.
