The Internet link between HARNET (Hong Kong Academic and Research NETwork) and the U.S. is badly congested these days. Its current speed of 128Kbps can no longer sustain the ever increasing needs of all the UGC member institutions. With the extra funding granted by UGC recently, it is now possible to upgrade this Internet link to T-1 (1.544 Mbps) speed. Hopefully, the upgrade will be completed before September this year. In parallel with the upgrade, the network topology of HARNET will be changed from the T-1 ring to a T-1 star. The change will ease network management and reduce the number of hops between individual member institutions and the Internet.
