CIO's Biography

Dr. Andy Chun, Chief Information Officer

Dr. Andy Chun, CIO, City University of Hong Kong

Dr. Chun joined the University in 1994 and was appointed the Chief Information Officer (CIO) in 2009. As CIO, Dr. Chun is responsible for all aspects of the University's ICT infrastructure, services, systems, enterprise applications and strategies to support teaching, learning, research, outreach and administrative operations. Dr. Chun is the line manager for the Computing Services Centre (CSC) and the Enterprise Solutions Office (ESU).

In 2011, Dr. Chun was selected as one of the "2010 Top 5 CIOs" in Greater China, in the annual "Top China CIO Awards," organized by leading IT professional associations in the mainland of China, Taiwan and Hong Kong and co-sponsored by International Data Corporation (IDC) and the CEO & CIO China magazine. The award recognizes CIOs who were able to optimize business and bring about transformational changes to meet changing social needs.

In 2010, Dr. Chun was listed as one of the global "Top 50 CIOs and IT Leaders in the Social Media" by HorizonWatch: "Practicing CIOs, CTOs, and IT Leaders who have embraced the social media with passion." Dr. Chun was also selected as one of 15 CIOs in Asia who are considered as leading IT innovators by the MIS Asia magazine: "These are the leaders who have brought about a magical change in their organization and their chosen field and who have been recognized by the industry for their transformational efforts."

Prior to his appointment as CIO, Dr. Chun was an Associate Professor at the Department of Computer Science where he also served as the Programme Leader for their B.Sc. Computer Science Programme and the Subject Group Leader for the Software Engineering Group. Previously, he was an Associate Professor at the Department of Electronic Engineering.

Dr. Chun has over two decades of experience in higher education, IT research and development, and management. His research work on the use of Artificial Intelligence (AI) for enterprise optimization has been honored with numerous ICT awards, including six Innovative Applications of Artificial Intelligence (IAAI) Awards from the Association for the Advancement of Artificial Intelligence (AAAI), the Asia-Pacific ICT Award (APICTA), and the IT Excellence Award from the Hong Kong Computer Society. In 2009, the Hong Kong Computer Society further honored Dr. Chun with two Outstanding IT Achiever Awards (OITAA) – one for research excellence and another for IT professional excellence.

Dr. Chun holds a B.Sc. from the Illinois Institute of Technology and an M.Sc. and a Ph.D. in electrical engineering from the University of Illinois at Urbana-Champaign.
