  Locally accredited by HKCAAVQ at QF Level 5. Full-time students are eligible to apply for Government grant, loans and scholarships.

These programmes are accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications to reach HKQF level 5, which is equivalent to the standing of bachelor’s degrees offered by local universities in Hong Kong. The degree qualification is formally recognised by the Government for employment purposes within the Civil Service.

Competitive Tuition Fee

  • Total fee of top-up degree programmes: HK$84,600 payable in 3 instalments
  • Nine scholarships offered by the University of Wollongong (UOW) at HK$42,300 each are available for application by students admitted into any one of the UOW Top-up programmes.

Flexible Study Mode

  • Top-up degree programme can be completed in 12 months (24 credit points equivalent to 3-4 subjects per trimester)

Teaching and Learning Facilities

All students enrolled in UOW Bachelor Degree programmes are entitled to use the Telford Campus, Telford Library, UOW’s online resources library and sports complex at the Telford Recreation Club.

Telford Campus
The Telford Campus is located in Kowloon Bay and has a total area of around 80,000 sq ft, spread over 6 levels. The campus includes 6 lecture theatres, 24 classrooms, 6 computer laboratories, 3 quiet study rooms, 2 roof gardens, a courtyard and a library. It is conveniently situated 1 minute away from Kowloon Bay MTR station and is surrounded by the Telford Plaza shopping malls and restaurants.

UOW’s Online Resources Library
All UOW students have access to UOW’s award-winning Library, that includes extensive online resources and discipline specialist librarians.

Telford Library
The Telford Library, located in the Telford Campus, supports the learning, study and research needs of all degree students and staff. The library is fitted with personal computers and is connected to the campus wireless LAN.

Sports Facilities
Sports constitute an integral part of student life. The Telford Recreation Club in Kowloon Bay, a stone’s throw away from the Telford Campus, houses facilities for physical fitness training, an indoor heated swimming pool, dance studio, tennis courts, badminton courts and fitness center. Physical education courses and team sports, taught by qualified coaches, are organized throughout the year to help students develop both physically and socially.

+ As a special arrangement, a scholarship of HK$11,400 will be given to students admitted in 2016. The tuition fees above have already included such scholarship.

Financial Assistance

  • Nine scholarships offered by the University of Wollongong (UOW) at HK$42,300 each are available for application by students admitted into any one of the UOW Top-up programmes.

  • Extended Non-Means Tested Loan Scheme (ENLS)

    Successful applicants are eligible to apply for the Government’s NLS administered by the Student Finance Office of Working Family and Student Financial Assistance Agency (WFSFAA). The maximum financial assistance under the ENLS is equivalent to the total tuition fees payable for the programme. Application forms can be obtained from District Offices and the WFSFAA. Refund Policy

Acceptance Fee

To accept an offer of admission, the applicant is required to pay an Acceptance Fee for the programme by the deadline stated in the offer package.

The Acceptance Fee of HK$5,000 is not refundable or transferable, except under the following circumstances:

  • When the applicant obtains a UGC-funded place for a degree programme from a local university
  • When the applicant subsequently accepts another admission offer of another top-up degree programme at the College in the same term/semester and has paid the relevant Acceptance Fee; or
  • When the applicant fails to meet the condition(s) of admission resulting in a withdrawal of offer by UOW; or
  • When the programme for which an offer is made is subsequently cancelled by UOW or the College.

Tuition Fee

The non-refundable Acceptance Fee paid at the time of admission under section 1 will be credited towards the first installment of tuition fee upon enrolment.

Students who do not plan to continue their studies at the College should submit a written notice of withdrawal to the College Office (Rm 6104, 6/F, Li Dak Sum Yip Yio Chin Academic Building (formerly Academic 2), City University of Hong Kong, Tat Chee Avenue, Kowloon).

Tuition Fee (including the Acceptance Fee credited towards the first installment) will not be refunded.

Request for the refund of Tuition Fee may only be considered under the following circumstances (subject to appropriate proof):

  • If the written notice of withdrawal is received BEFORE commencement of the term/semester, the first installment of tuition fee paid less HK$5,000 acceptance fee will be refunded to the student
  • Death of a spouse, child, parent, or legal guardian of student
  • Death of the student
  • Verifiable incapacity, illness, or injury which prevents the student from returning to school for at least four weeks of the term/semester

Graduation Fee

Students will be charged a graduation fee upon enrollment in a programme. The graduation fee will be refunded to the student who subsequently withdraws before graduation or whose studies are terminated by the College.

Applicants must pay the application fee (HK$150) by:

Result of application

Successful applicants will receive an offer letter.  To confirm acceptance, students are required to pay the Acceptance Fee on or before the date indicated in the offer letter.  Places will be allocated to other candidates if applicants fail to provide the required documents certifying that they have satisfied the conditions mentioned in the conditional offers.

Cancellation of Programmes

The University of Wollongong or Community College of City University reserves the right to cancel or suspend any programme. Fees already paid for such programmes will be refunded.
