Objective
The primary objectives for the establishment of a CCCU Staff Consultative Committee are as follows :
- To provide a formal recognized and direct channel of communication between the staff and CCCU management on matters directly affecting their joint or several interests;
- To promote a spirit of cooperation in attempting to secure the efficiency of CCCU and the contentment of the staff engaged in it.
Primary Functions
The primary functions of CCCU Staff Consultative Committee are as follows :-
- To facilitate the joint consideration by management and staff of the various problems affecting the staff which arise in the day-to-day activities of the establishment.
- To enable the management to (a) communicate and to explain to the staff any anticipated difficulties in the plans for improving efficiency of CCCU; and, (b) to ascertain the views of and to receive suggestions from the staff on policies of CCCU already in operation.
The foregoing functions are to be performed without prejudicing :-
- CCCU's right to manage since CCCU Staff Consultative Committee serves as a forum for discussions and not as a medium for negotiation and/or arbitration;
- a staff member in terms of CCCU's assessment of his/her personality, competence and work performance for the sake of merit-rating, appraisal and/or promotion.
Principles of Operation
Basic Principles
- Each and every staff member serving as a member of CCCU Staff Consultative Committee is entirely free to discharge the duties of his/her office with an absolute assurance which is hereby granted by CCCU that his/her personal standing with CCCU will in no way be prejudiced by any actions he/she may take in good faith while acting in the capacity of a staff representative in CCCU Staff Consultative Committee.
- The staff representatives serving on CCCU Staff Consultative Committee will not utilize the committee as a vehicle to obstruct CCCU management from administering policies and plans drawn up in the best interest of CCCU insofar as the same are consistent with the then prevailing labour legislation.
- Whilst individual case material may be brought up as illustrations of principles, on no account shall CCCU Staff Consultative Committee discuss particular cases or individual grievances. CCCU Staff Consultative Committee therefore shall only deal with general principles brought to its attention.
- The views and suggestions of CCCU Staff Consultative Committee will be chanelled to CCCU Executive Committee and referred by CCCU Executive Committee to the Board of Management where appropriate.
Duties
To enable CCCU Staff Consultative Committee to perform the functions described above, the committee's meeting shall serve as a forum for discussion of the following :-
- Matters affecting conditions of service of staff;
- Suggestions for improvements in methods and organization of work and the testing of suggestions;
- Suggestions for the revision or amendment of work rules, interpretation of orders or notices, prevention of accidents, prevention of waste of time or materials, etc.;
- Investigation of circumstances that may be the cause of a reduction of efficiency or the interference with the satisfactory working of CCCU;
- Defining of procedures for processing individual grievances;
- Examination of general grievances that may be brought to the notice of CCCU Staff Consultative Committee;
- General principles in relation to promotion;
- Education and training of staff;
- Recreation and entertainment;
- All matters affecting the well-being of the staff, especially in relation to general conditions under which their duties are carried out;
- The distribution of working hours, lunch breaks, over-time records, and leave arrangements, etc.;
- Staff turn-over;
- Provision of facilities for the staff representatives to carry out their duties in connection with the operation of CCCU Staff Consultative Committee.
Membership
Constitution
- One representative each from the academic staff of the Divisions of CCCU and the Centre for Foundation Programmes
- One representative for administrative staff representing all administrative units
- One representative appointed by the Principal
- Secretary-College Secretary
The Chairman of CCCU Staff Consultative Committee is appointed by the Principal. Vice Principal (Staffing) has been appointed to the chair and members comprise:
Qualification for Membership
- Staff will be eligible for appointment to CCCU Staff Consultative Committee if he/she is a full time member of staff and is not due to leave employment within three months from the date of appointment by way of resignation or expiry of contract which has not been renewed or who is on other extended absences.
- A member shall vacate his/her post if he/she :-
- ceases to serve in CCCU in a full time capacity;
- resigns from membership by giving notice to the chairman of CCCU Staff Consultative Committee;
- absents himself/herself from such meetings for two times or more without reasonable cause or explanation;
- becomes a member of CCCU Executive Committee.
- Any vacant post shall be filled for the balance of the term by another member to be elected / appointed in accordance with these provisions.
Term of Office
The term of office of all members to CCCU Staff Consultative Committee, except for the chair, shall be two years from the date being elected/appointed.
Meetings of CCCU Staff Consultative Committee
- A meeting of CCCU Staff Consultative Committee will be held once each semester. The quorum of the meeting shall be ONE management and TWO staff representatives.
- Items for the agenda shall be submitted to the secretary at least two weeks before the meeting except in the case of emergency meetings. The agenda will be sent to each member of CCCU Staff Consultative Committee at least one week before the meeting except in the case of emergency meetings.
- It will normally be expected that only those items submitted in advance (except in the case of emergency meetings) should be discussed at the meetings. This is to ensure that CCCU Staff Consultative Committee can be provided with the fullest information possible regarding the facts so that members may participate in discussion on the items submitted. However, items not on the agenda may be discussed if the chairman gives his approval.
- Notes summarizing conclusions of discussions shall be made of proceedings of CCCU Staff Consultative Committee by the secretary.
- CCCU Staff Consultative Committee shall have powers to invite to its meetings persons to give specialist advice on particular matters. The Chairman of CCCU Staff Consultative Committee also has the discretion to invite other staff member(s) to give specific briefing on particular matters that they have raised for discussion through the staff representatives. Such persons will leave the meetings when discussion on the particular matters has been completed.
Amendments to the Rules
Proposals for the amendment of these provisions shall be submitted to the secretary for the consideration of the Principal. All proposed amendments shall not take effect until formal approval has been given by the Principal and the Board of Management where appropriate.
