The English Language Centre (ELC) provides activities and resources for all CityU students who wish to improve their English. The ELC has a Language Lounge where only English is used, and a Self-Access Centre with language-learning advisors and student helpers on hand, along with a wide variety of language-learning materials and equipment.

Located on Level 3 of the Academic 1, the Library is centrally located on campus, and easily accessible to users. Around 2,200 seats are available during term time and 2,700 during revision and examination periods.

Under Hong Kong's immigration and visa policies, non-local students who do not have the right of abode or the right to land in Hong Kong are normally required to take up full-time studies. At CityU, this means enrolling for 12-18 credit units per semester and 6-7 credit units for the summer term.
CityU treats academic honesty and student conduct seriously. Students have the responsibility to observe and comply with the Rules on Academic Honesty, Code of Student Conduct, and other university regulations governing academic studies and student conduct.

The Academic Regulations and Records Office (ARRO) handles student record services and examination arrangements for undergraduate students. Undergraduates can apply to ARRO for academic transcripts, certification of student records, replacement of student identity cards, etc.
